Commencing with 1991, the annual collections contain items in an issue format that was not available anywhere except the annual collection, or in many cases the quarterly packs.These items are therefore much scarcer than the normal stamps and se-tenants. Beginning with 2004, many stamps normally issued in booklet format are represented within these collections by singles that are die cut to shape.
