A VFNH single of the 34c multicoloured Parliament Buildings & World Map from the 1985 Inter-Parliamentary Union Conference Issues scarcer HF/DF Rolland paper, scarcer than unitrade suggests. This is the second issue to appear on the new Rolland paper. The fluorescence levels on this paper vary very widely, with different readings on front and back being found. This paper is only used on three issues in 1985, but becomes more prevalent in 1986, and is the default paper used in 1987's issues. By then, we see the full range of fluorescent reactions on the various issues that utilize it.
