These are the very first issues to appear on the new Rolland paper. The fluorescence levels on this paper vary very widely, but on the Louis Hebert stamp they seem to cluster around the MF-HF range, with the readings on the front and back being more or less the same. The Inter-Parliamentary Union issue shows much more variation, with different readings on front and back being found. This paper is only used on three issues in 1985, but becomes more prevalent in 1986, and is the default paper used in 1987's issues. By then, we see the full range of fluorescent reactions on the various issues that utilize it.
