1910 Municipal Debt Consolidation agreement franked with singles of the perf 12 5c black and 15c green registrtion, 1912-62 Registration stamps (QR16 & QR18). The stamps pay the 20c registration fee that was applicable in 1910. Interestingly, Van Dam states that these stamps were first issued in 1912, however this document was drafted in Janaury 1910, which suggests that these stamps were issued before 1912. However the stamps are not tied by any cancellation. The document appears to be an agreement to consolidate the floating debt held by the municipality of Berthier, which consisted of 60 $1,000 bonds held by various individuals.
