A fine used bulk mailing fragment of the 18c dark green Parliament Buildings from the 1977-1982 Floral & Environment Issue franked with 9 strips of 13, paying the householder rate of $19.89, includes 2 narrow spacing strips in rows 1 & 8 & wide strip on row 6. The sender was lilely Eaton's, as lot 438 , which was sent from Fort Frances, was sent in the same manner. This was likely used to mail flyers for a total of $19.89 postage. The post office has used a piece of cardboard to affix the stamps, cancelling them with Fort Frances roller cancels. There is one damaged stamp at upper right, and some stick out beyond the edges of the cardboard, but are not damaged. An extraordinary franking, correctly used in period to pay the householder rate on the bulk mailing of flyers to random households in the delivery area - an absolute must have for a serious collector of the postal history of this issue.
