The commemorative issues from Luxembourg form a fascinating area of study for the collector of paper and tagging varieties, as the stamps of this country were consistently produced by printing firms in several countries: Austria, Belgium, France, Switzerland and the Netherlands. The paper fluorescence and tagging varieties therefore tend to follow the issues of those individual countries. Issues produced in France start off on DF paper, but gradually fluorescent papers are introduced until most of the stamps are now on hibrite paper. The Swiss issues are, for the longest time on DF paper, but starting in the early 80's we begin to see LF-fl and DF-fl papers. In the 2000's a new paper is used that is DF, but contains coloured hibrite fibres that fluoresce different colours under UV. The issues printed by Enschede of the Netherlands tend to be on fluorescent or hibrite paper. The belgian and Austrian produced issues start off on DF paper, which becomes fluorescent in the 1970's. Tagging begins to appear in the 1970's as an overall, bright yellow fluorescent coating, and on the Austrian produced stamps, later gives way to a 4-sided, fluorescent tagging, similar to GT-4 on Canadian issues.
