Unitrade explains that the hook tag flaw is constant and moves up the pane, which gives one the impression that they occur on every sheet. But this is not the case at all. There are many sheets that have no flaw in any position at all. So, they are quite scarce: you can sort through hundreds of used stamps and never find one.
