With regards to grading, there are many countries listed in Scott Classic, where they expressely state that several of the early issues will still be considered to be VF, even if the margins touch the outer framelines, or even cut in slightly on one or more sides. This is one of those countries. The notes in Scott will be specific about which stamps are affected, but the note generally applies to this issue. These notes are only present where the spacing between stamps on the plate is such that it is either impossible, or near impossible to find examples with large margins on all 4 sides. On these issues in particular, full margins are 0.5 mm, and a VF stamp would generally have full margins on 2-3 sides and close to full margins on the remaining sides. A stamp having full margins all the way around would be considered XF.
