A VF used single of the 5c black Confederation Memorial from the 1964 Charlottetown Conference Issue on unlisted MF paper, with even fluorescence. Although there is a possibility that this is a DF example that has become contaminated through the soaking process, I have come across a few identical examples that exhibit the same fluorescence, which suggests that it is genuine. Under loupe and UV light, clear fluorescent fibres can be seen in the paper. This is the first time, other than the sole HB paper I found on #419, that I have found a commemorative from the 1964-1967 period on a paper brighter than LF.
