2 F NH & OG singles of the 2c on 3c carmine Queen Victoria from the 1899 Provisional Issues with normal and stop after 2 cents. There is what appears to be a stop after "2 Cents" on one stamp. It is not quite the same color as the black overprint ink. It may be a natural paper inclusion. But it is quite striking none the less
